- There are about 67,000 at-risk students who are eligible for a pre-kindergarten program, but the Republican leaders cut funding for the program to provide for only 24,700 students.
- Republican leaders eliminated the cap on charter schools, but they did not provide additional funding for the additional charters. Funds for these schools will come from the reduced funding allocated for the traditional public schools, making the situation even worse for these public schools.
- Public schools have a cornerstone of their budgeting and overall planning process. It’s the long-standing state policy that North Carolina government automatically pays for enrollment growth. Having that assurance is vital as schools go about hiring teachers, planning student assignments and handling increases in the school population. Beginning in 2014, however, the state no longer automatically paid for enrollment growth in public schools. Thus, school districts do not know until legislators pass a budget how much more money they will have to hire teachers or pay for other needs.
